Problem is the installation. If that ORing rolls when you are putting the tube back in you can not see it good with the carbs in place.

I guess that I might as well just pull the carbs and replace all O rings and what ever I find.

When you put the O rings on the tube, lube with a bit of washing up liquid, and push the tube in as straight as you can with a twisting action, keeping an eye on the O ring so it doesn't snag. Hard to explain better than that, but it is obvious when it is correct. Make sure the tubes are pushed fully home. I did mine on the bench and then fitted the complete assy to the engine, think it may be possible with the carbs in place, but obviously less space to work in.
Previous Rides,
1980 CB250N Good to learn on
1981 CX500 good mid range tourer, went to Austria on it!
1983 GL1100C Pride and joy, sold when I bought my 1st house, big mistake
1985 GL650 Silverwing another mistake, horrible bike
1986 CBX550 Good commuter
1989 Suzuki GS750 (1976) cheap and cheerful until a dog ran out in front of me on Xmas Eve, 1991
Current bikes
2010 CB1300 back on a bike after 19 years, two divorces, children grown up etc
1980 GL1100 NOW ON THE ROAD, still use CB1300.

Better yet, go to the hardware store and get a small tube of faucet grease. It's made for the job and you only want to do it once.

Or a small amount of Vasoline applied where the tube enters, not on the O-ring. If you go the faucet grease route, buy a 3/4" fitting brush to clean the area where the tube goes in.
