front master cylinder rebuild for 83 gl1100I

I replaced the front left side brake pads on my 83 gl1100I and when I apply them with the hand brake, the pads don't release sufficiently. I cannot push the caliper cylinders by forcing fluid back through the cylinder, or is the problem in the master cylinder? The right front caliper is controled by the foot brake and also operates the rear brake. This works fine.
