If you have 1/4 inch of thread, put a nut on it, and tighten it with an impact driver. That should help pull it out, and loosen it up

After PB Blaster, heat and a heavy hammer it is free. I think the spacer is a great idea if you have enough thread to work with. I knew this bolt was a lost cause so I used the brute force method. Had to cut the bolt end off once I stated to get it moving because it had mushroomed on the end.

I wonder if someone used a non-coated rod, although even a galvanized piece can rust. and Arkansas certainly has a humid climate

I didn't really have a hard time getting that long bolt out, but there was a ton of rust in there when It came out. Later when I reinstalled the bolt it push out a bunch more rust that formed a small pile on the floor. Then I got my compressor to blow out the hole and created a rust cloud in my garage. The bolt wasn't even that rusty, so it's kind of weird. Anyway, I smeared grease all over it when I reinstalled it. Hopefully that will slow the rust down from coming back.

Anti seize on the nuts is a great idea as well as that bolt is right down in the wheel splash zone.
