78 GL1000 -no power to points

78 GL1000 -no power to points

Hi All - my 3/4 side dropped and then the 1/2 side dropped so I am looking for some power to the points. With my meter I see no power at either blue or yellow tabs at the points. Hooking up to the lower ballast terminal with ignition on and "run" on switch I see 4.2 volts. When I turn the switch to off; the voltage jumps to 11.2V. This seems odd.
I see the black/white wire on top left side of coils. How do I get access to look for power here? Pull coils?
Bike has 14K - found it in a garage and is in real good shape - no outside storage. Has been running fine.
Looking for test spots to check that power is going to points. Coils look fine and no visual items with wires etc.

I'm assuming you have one probe on the negative battery terminal. If the points are closed, you'll get next to nothing between the points and ground. Disconnect the two bullets from the duplex w/b connector, turn on the ignition and read the voltage between the duplex connector and the negative battery post. Do the same with the ignition switch off. The kill switch should be set to "RUN". Let me know what you read.

wire to tab was grounding out; coated with liquid tape and lined inside of points cover with plastic film used on auto paint protection
