Timing belt tensioner plate?

What's the function of the plate between the case and tensioner on my 79?
Father's 82 does not appear to have them.

I ask because using a generic roller without the plate seems easier than with. At a glance anyway.

I do not recall the 1100 setup but I know the 1000's have a heat shield there. Personally I would be comfortable running without it.

1100 don't have them.

Heat shields MIA on mine, they do have #3 and #4 though that the 1100 do not.

Looking at the two of them it just looks like Honda decided they weren't needed with the exception of the cover mount screws go through them. That can't be the only reason for them though.
The engineer in me is curious.

You see the dark mark on the back of the bracket, there is a protrusion from the engine that hits right there and it lines up with the bolt for the idler. It may be there to stiffen the idler so the belt tension doesn't deflect it down ?????
