83 interstate high idle when choke is on
When starting my 83 interstate up on a cold day and I have to use the choke, it will fire up but my idle speed races up to 4k rpm which to me is a bit high. Once I back the choke off the idle speed will drop and once the choke is off and engine is warming up, it idles just fine at 1k rpm. My 77 cb750 has a separate idle speed adjustment just for the choke but I can't seem to find one on the GL other than it's main idle speed screw. Is there a separate idle speed adjustment (not to be confused with idle mixture adj) on the GL or is that high idle when choke is fully on a sign of a problem elsewhere?

There is not a separate idle adjustment. When you pull the choke lever that linkage also moves the throttle open some. So fast idle is a common thing. You can try moving the choke knob in just a little bit and that might lower it some.
