I thought maybe a flood victim and the wet cylinders were the ones that had valves open when it was submerged.

I'd run it and keep flushing the oil, I've seen 750's that were pretty wet inside and the bottom end was good. That said, there are some cheap gl1000's on FB marketplace, watching for a good parts bike might be wise if you have storage room.
