Yes. Remove all 4 valves from the cylinder head. Put on some leather gloves and safety glasses and scour the rust and carbon completely off the valve head and its underside against a bench mounted wire wheel. I know there are alternatives, but that's how I cleaned valves down to clean metal. ;) Leave the valve stems alone. Replace the valve stem seals.

Never machine ('grind') the intake and exhaust valve face. It has a special metal surface applied when manufactured; leave it there.
The valve seats, though, in the cylinder head, can be machined if necessary.

Be orderly in disassembly and reassembly of all components to their original placements. Don't throw 'em in a pile ;)

Burns, do I remember right in that at some point in one of your postings that you had broke a timing belt? If so you may have a couple of bent valves. Once you Get things cleaned up and the carbon removed but before you reinstall the heads, set them up on your bench with the combustion chambers up and level.

Once you’ve got it setup and steady pour a small amount of gas into the chambers and look to see if it just leaks through the valves, it shouldn’t leak at all. Looking at your one picture of the combustion chamber, it looks as though the exhaust valve is bent but it is kinda hard to tell in a picture.

git er done tumb2 It's Imperative to closely examine all intake and exhaust valves' head/stem are not "bent" .
Don't get convinced it's necessary to "tip" the lash adjuster end of the OEM valve stem. Leave its "tip" surface untouched, too.

Looks to me that you just need to refurbish the heads. Reasonable job compared to the block, but not simple to compress the springs and such. You can do this job.
