Yeah. 1 & 3 plugs look identical, including comparing spark with the plug sitting on the head.

Check your intake clamps when the engine is hot. i sometime take them loose after a couple heats cycles then crank them back down while it is good and hot.

Also swap the hoses and the adapters to the gauge between 1 and 3 to see if the issue stays with # 1 . Just to check your test equipment. I once had a brass adapter that screws into the intake runner with a crack that drove me nuts!!
If the unchanging one inch of gauge measured vacuum is not related to malfunctioning testing components attached to the #1 carburetor intake manifold test port, might this phenomenon Mr. Lormans discovered hidden inside his bike's engine exhaust header cause a very low measurable intake manifold vacuum situation?

Lesson learned: Always just replace the slow jets when rebuilding a carb rack. I lost track of how many times I pulled the rack off of this bike, but I finally had enough and bought new jets and now the bike is running a ton better, pulling much more vacuum (10"+), and #1 is now in line with the other three and can be adjusted. I haven't had a chance to give it a ride and do a final carb synch, but the difference is remarkable with it just idling in the driveway. Honestly, I'm a little impressed with how well I got it running before with four bad jets.

EDIT: Forgot to mention that I also reset all the mixture screws. I may have lost track while I was setting them originally, because #1 (the original problem cylinder) was over a full turn farther out than the others. Not sure if that would have actually contributed to my issue or it was all the jets, but putting it out there for posterity in case someone else experiences a similar issue.

Hope you at least used OEM jets and not aftermarket.

I will say I've never had a jet I could not get clean. Might take a bit of work/effort, but i did get them open. ;)

Non-oe jets are definitely a mistake, ya never know what you’ll get. Keep in mind fuel metering is controlled not just by hole size but also by the length of that hole, longer = leaner , while shorter =‘s richer. The non oe jetting from places like eBay will be all over the map.

Being that you can easily get oe Keihin jets at fairly reasonable pricing I don’tsee a need to add another variable.
