The material safety data sheet says Evaporust is <16% chelating agent, >83% water, <1% detergents. Searching chelating agents used in the oil fields, most are acid derivatives including citric acid. I’m not a chemist.
It does seem most posts on cleaning tanks with whatever method include advice to thoroughly rinse and coat with something to deter flash rust, and most include neutralizing first.
I’ve used citric acid with good results to clean chrome plated steel pieces, (fenders, license plates holders, headlight brackets, however chrome plated aluminum was destroyed.
My completely uneducated guess is they are very similar if not the same. Five gallons citric acid crystals (crystals and 5 gallons distilled water) is about $25-$35. Five gallons of Evaporust is $150 the last I looked. I keep mine in a covered five gallon bucket. It freezes slushy in the garage here. Doesn’t seem to hurt it. I throw rusty wrenches in it, it still works and is at least seven years old.

Whatever I suggest here should be given ample time for a moderator to delicately correct. I apologize in advance.
