Ya,... a shot in the dark. Would help to know the actual size. Hard to tell from the photo

Not either of these things as far as I could tell. Im not exactly sure where it came from. I undid the radiator, and as I was trying to finagle it out, it just fell on the ground.

don't discount the fact that it might have fallen down in the maze of crevices a long time ago, by someone else, has nothing to do with what you took loose, and fell out when you took things loose.

That part is the 'nut' on the inside of the fairing for the mirror bolt...

Never had a fairing (on a GL) so would never have thought of that!

Also the 'nut' that the windshield through bolt attatches to on the inside of the fairing .... same thing happened to me .... dropped it and it 'vanished' until we were removing the rad and it fell on the floor of Al's shop ....
