You're fine. I turn them over using the stator bolt, it's easier than using the tire/wheel in gear deal. Yes, check to see if a belt has broken, since you don't know any history on why it is stuck. Just take the belt covers off. They need to come off any way before you too far to put new belts on. ;) If no broken belts then squirt your penetrant of choice in each spark plug hole and start that process.

once you have the covers off, there main pulley has a 17mm bolt head you can use to turn the engine as well
