I didn't try it with the engine running and cables disconnected. I did have the washer stack up incorrect on the 1 and 3 bank. They both were under the linkage arm instead of sandwiched. I corrected that and it seemed to be better so I'm not sure if just unhooking the equalizer screw and moving both links independently for a bit helped or the washers were the issue. I started to attempt a carb sync but I'm sure the neighbors would appreciate it if surrendered for the evening

Well I believe I have it timed and synced. It still feels a little slow to return to idle but mechanically, the throttle functions perfectly and I detect a little "stutter" occasionally but I also dont know how a GL is supposed to sound. I threw on some Dyna slip-ons for now.

Same issue with pull cable only. I feel like it's something dumb that I'm missing. The cable is brand new and oiled, twist grip is new and greased. Carbs alone will snap back easily. Cables and twist grip move freely and easily when disconnected from the carbs. I have the cables temporarily routed outside the bike to eliminate routing issues.
In my experience, grease alone works fine for a while, but eventually gums up. I've since started using grease, lightly wiping it down, then using ATF over the grease, and inside the throttle tube. That may not be your current problem, but it might help down the road.

Finally got the shelter covers back from the paint shop. Hope to make some progress towards wrapping it all up this weekend.

Glad you went with the "Red" brewer those shelter covers are very nice indeed and that color will look great on your bike.. Looks like a real craftsman did the paint work for you. So deep.

Thanks for the feedback on the color and the video. I think they turned out great. Just need to finish up my seat/rear fender, paint or wrap the headers, and put the Honda badges back on. I did the state inspection and registration yesterday so it's legal. I may still go with a mini tach and speedo down the road.

Well I'm back and trying to wrap this baby up. It's been running great. I wrapped the headers and added a short rear fender which is actually part of an 83 GL1100 fender. I do have one question that may be a silly one... the petcock doesnt have an arrow on it. I'm assuming that when the lever is turned upward that it is on the on position? The reason I ask is that I have ran a full tank of fuel through it and never had to hit the res...

Straight up is the reserve position. Horizonal is the off position. And pointing down is the on position

So how I drew it on the pic above is on... how did I run it dry without switching to the reserve?

My confusion comes from what part is the "pointer" because there is no arrow. When its "OFF", the "tail" of the lever is pointing in the opposite direction of the "OFF" stamp so I'm assuming that the part of the lever that is the "pointer" is not the "tail" so you turn it "tail" up to point down to "ON" and then "tail" down to point up to "RES"
