I would like to know if the 669and771 carbs on 1978 GW can be swapped

Assuming you meant 769, you should be fine to swap complete racks. Scroll down and you can see the jetting and parts differences.

Looking at it again, if one set is running well and clean, the only differences are in the primary air jets and idle air jets. The other parts are all the same.

769A's are pre emission. 771A's are emission carbs. Any of the 1000 or the 1100 carbs will swap. Performance may change a bit.
