Mystery part

I have an extra 1100 engine that had rust in a couple of cylinders. With extra time on my hands I decided to tear it down and hone the cylinders and free up any stuck rings. Before putting it back together I am familiarizing myself with all the bits and pieces before re-assembling it. I have this little bracket and can not remember where it came from. Can any of you experienced GL mechanics shed some light on this for me?

It was a fun experience. Decided to tear into it just to learn how these motors come apart and go back together. For the price of a gasket set I believe I could make it a runner.
