Keep in mind that the change was from ball bearings to the later (77-79+) tapered pins. If you have balls, you need the early kit (22-1011).
According to the parts list:
balls thru frame #2040165 (same as 75)
tapered bearings from frame #2040166 (same as 77)

I'll throw a wrench in that. My 76, the Super Sport Wing had ball bearing from the factory. But the all balls tapered bearing kit for a 1976 Wing did not fit. It's been 10 years so I don't remember what it was. And I don't remember which kit I bought either.

Since you are refurbishing the bike and do not know the history for the steering stem bearings, my vote would be replace with taper bearings. You've got the steering stem out already.

yes, as it turns out, ALL BALLS makes two different sets. the vendors on ebay often list them incorrectly
