I disassembled my front end today, last stage of restore, and have a head bearing question. The bike was manufactured in April 1997 and just discovered it had Japan roller bearings installed and not ball bearings. The steering had noticeable flat spots when you turned handlebars; the upper tree nut was very tight and steering stem top nut was definitely loose. Also, upper roller bearing had dried caked grease and both bottom and top races looks OK.
A Bottom Roller bearing race?...it appears that race it is not seated on bottom neck flange (see picts). Is this normal or is there a spacer I cannot see? I am not sure if this is the OEM installed bearings or a Powner changed bearings incorrectly. As always; thanks to those that have been here before

This is a neck from a stock 78 with original bearings and it looks just like yours to my eyes. My Father owned this bike from new and the bearings were never changed.

I have found that Honda did a decent job of making things that could actually be dis-assembled. There is likely a second step in the bearing bore that the cup seats against. The extra lip (the one that makes it look like the cup isn't seated) provides clearance so a bearing removal tool can be slid in behind the cup so it can be pulled.
And that cup is toast.
