Voltage regulator test questions

Howdy! I recently pulled my voltage regulator off my 78 GL1000 for testing. I suspected that it was not functioning becuase both my fuel and temperature guage are not working. My fuel sender is reading the right amount of ohms when measured on the ohm meter, which I understand suggests a faulty regulator. I performed the test according to the shop manuel, hooking up the battery and the voltmeter to the connector on the regulator. The voltmeter read 0. I did not start the engine during the test, as the manuel did not specify to do so. My question is, does the engine have to be running to get a proper reading from the regulator? Also, whats the difference between the voltage regulator that is on the left side of the false tank, and the "voltage rectifier" that is on the left side of the battery housing?

The 7volt regulator supplies the power for the fuel gauge and temperature gauge. From what I've read in another post elsewhere, on the 1978-79 models, the 7volt regulator is located near the 3 gauge pod on the top shelter cover.
The key switch must be turned on to test it on the motorcycle. The engine doesn't need to be running.

The other regulator, located on the left side of the shelter frame, is a charging system component.
That is Not the one you are looking for.
