another cylinder head question

ok so ive moved on to reassembling the cam shafts etc.
working on the left side when sitting on the bike), have the cam, cam holder, gaskets etc all in place and torqued to spec 18-21ft lbs per clymer.
im noticing that the pulley is rather tight against the cam lobes when i try to move it a little. i have the pistons sunk into the engine on both sides, a 90 degree turn so as to avoid bending valves.
i just dont recall it being so snug..i do know that the right side has to be held in place normally when doing belts etc.
is this related to valve adjustment etc or am i missing something?

Here's a link to the Honda GL1000 Shop Manual.

Page 5-4, in the Engine Top End Repair chapter, lists the torque specs for the cylinder head components.
Camshaft holder bolts AND camshaft pulley bolt fastener torque is 217-252 inch-lbs for both.
You need an accurate inch-lbs torque wrench to achieve technically proper results. tumb2

Another thought.....if the camshaft pulley was removed and reinstalled, make sure the woodruff key wasn't unknowingly displaced out of its keyway when the camshaft pulley was pushed back onto the camshaft.

my torque wrenches are good. ive got several and im just splitting the differnce between them. 217-252 inch-lbs is 18-21 foot lbs so im good there.
i think i may have solved my own problem. i went ahead and opened up the belt cover on an engine ive got on a stand for another project. its a runner so i trust what i might find.
the pully is snug as a bug in there.. so i think im just over thinking stuff..
but if anyone else has some input on this ill take it.. this is my first cylinder gasket replacement and i really want to get it right.

There is a spot in rotation where it moves easily back & forth until a lobe hits a lifter and you start getting resistance. Check that the oil flow restrictor is installed with its o-rings and check it open. Make sure you are eye-level with the cam shaft when lining up the timing marks on the pulley and case.
