Yes, I found that it has to be 25.60/25.65

Did you measure the distance of the hole to the bottom of the button? 44.7mm is ideal if you use the washers. The spec is probably 44.5 +- .5mm but I can't say for sure what Honda had in mind. Yes, not a great design.
No I didn't bother. The flat botton pistons in the 77 carbs
onward protrude into the bore anyway, so tiny fraction of a mm isn't going to make any difference.
