Started cleaning the tanks using electrolysis tonight. I let it bubble for about 2 hours and it didn't show a lot of improvement. I'll give it some time and see what happens. Worst case, I'll take it to a radiator shop for cleaning.
If there is rust in there, you should see results right away. Check your leads, I think you may have them mixed up. Positive to the metal hanging in the tank, Neg to the tank itself. See link attached. http://www.altelco.net/~jacil/clay/moto ... Setup.html

Pokadot77 is right, the set up you have is however a very good way of removing rust from your submerged rod, unfortunately, it will deposit it on the tank. No big deal swap the leads make sure you have the proper mix and it should work like a charm.

Casper, sometimes you crack me up! I will remember this if I ever have any rusty hangers. Do I need to remove the tank to clean them up? ern

I threw some small parts in a bucket with the negative attached and the positive on a sacrificial piece of steel. The polarity I used on the tank, as well as in the picture is correct. ~30 minutes and the light rust was off the chrome pieces. The tank was pretty bad, it will just take some more time.

polkadot and casper - you were right about the polarity. I don't know why I didn't catch that myself, especially after attaching the negative to another piece in a bucket and getting good results. Thanks for looking out for the new guy!
Ran 2 amps on the tanks for about 2 hours today with the polarity correct, negative to the tank and positive to a bushing in the tank. When that was done, I tossed two handfulls of crushed landscape rocks in and shook it around for ~10 minutes. The results are great! More than 80% of the rust/scale is gone! Both screen pickups look clean. Filled the tank up again and will leave the charger on for another couple hours to see if the rest will clean up.
Finished cleaning the tank today. I am really suprised how well it came out. I wish I would have known this trick growing up with the CT90 and ATC90's. Time to get the carbs cleaned up and see how it runs! At least I can get the tank back in and make it a roller again...

Modifing that late model GM and integrating it with the swingarm is quite a feat! I don't think I will have anything like that in my build. Keep up the good work!
