Do a careful walk around, start it up, find an empty parking lot and practice a bit .... then ride ....

Adding to what Rat said, check tire inflation. Tires loose pressure over time. I find that my tires loose 50% of there pressure over the winter. This can cause dangerous handling.

If you didn’t change the oil before layup, this would be a good time. Add a little oil in each cylinder before cranking, and you can crank the motor with the kill switch on to build oil pressure before starting.

I always do a thorough inspection of the tires for any weather checking, cracks, etc. as well as proper inflation. I also check the valve stems carefully. Same deal with the brake lines. I typically pump the brakes several times and make sure there's no sticking calipers or leaks. Same with the front forks. I always change the oil and filter at the start of the season, and check all the fluid levels, battery, lights, etc.

I got the bike started, the idle rpm was (950). After about 10 minutes the idle climbed to 3000 by itself.
Why is this happening? Battery voltage was 12.5 v.with engine off. At low idle 13.3 v., at high rpm 15.5 v. Headlamp is dim, turn signals don't work, horn does not work, and cooling fan runs slow. Sounds like a low voltage problem but recorded voltage says no. I do wonder about the high voltage, could it be regulator or rectifier? Pleas ask questions and/or start me in the right direction.

as for the voltage.... you might have that wonderful job of checking and cleaning connections. I'd probably start with the ground.

My Ltd would take off at idle. When I took the carbs apart it was clear the floats where so badly out of adjustment it was a wonder it ran at all.... the PO had adjusted the carb idle screws to closed to fix it

Could be an air leak. What do the plugs look like?

If the choke was on (knob pulled out) the RPM climbing is normal and it should return to idle when you push the choke knob in.
