I have started in on these "gummed up" 1975 carbs. My hope is to disassemble the carbs without destroying any of the components. Using ample amounts of PB Blaster, heat, tapping and patience, I have made good progress. But, the hardest part is still to come. Thanks to Cliff Reynolds for the encouragement and guidance. https://www.youtube.com/watch?v=tsVn9TiojtE

At 2:35 in the video you will see this image. It shows that on carb #3, the most gummed up of the four, there are two float bowl gaskets. Has anyone come across this before? Is there a likely reason that this was done intentionally. Or, is it more likely just an error by some P.O.?

Disassembly of gummed up 75 carbs went better than expected. All parts out and no damage. Video #2 shows day 2 and 3.

Maybe Carb #3 is a good place to store one's spare bowl gasket - just in case one fails catastrophically while on a tour.

More seriously, I can't see why one would do that intentionally. More gasket doesn't give you more to compress for a better seal, as torquing the screws down WILL strip the threads on the carb body. Someone I know all too well has done that before!
